Public discussion of the reform strategy project in medical sphere of Ternopil town was held.

 

On November 14, public discussion of the reform strategy project in medical sphere of Ternopil was held in Ukrainian House. The project will be listened in the session after taking into concideration all supplements and corrections.

Doctors, authority and public members were invited to question discussion about how medicine should function not only in town, but in region as well. Ternopil Deputy Mayor Leonid Bytsyura, rector of I.Ya. Horbachevsky Ternopil State Medical University corresponding member of National Academy of Medical Sciences Professor L.Ya. Kovalchuk, the Head of the Principal Healthcare Department of Regional State Administration Mykhaylo Burtnyak and the Head of the Healthcare Department Rostyslav Levchuk were present at the meeting.

According to rector of I.Ya. Horbachevsky Ternopil State Medical University corresponding member of National Academy of Medical Sciences Professor L.Ya. Kovalchuk during the branch reforming helding one should take into consideration the following:

1. Reforms should be done only after the  general plan of helding the health care reforming system in region (town) will be created and approved durring the session of the district (local) authorities.

2. One should proceed to the III stage gradually and carefully according to the plan that was created and approved by local municipality, only after total and final reform effective work of subdivisions complession, which were provided durring the I and II reform stages.

3. Durring the reforming the main question shouldn’t be the closure of medical preventive institutions, but their redevelopment into restorative treatment hospitals, hospices or social instituions caring for the elderly. Such institutions may be created as in-patient and out-patient types for long or short-term elderly resistance.

4. It is important that people needs of certain public and region should be basic durring reform helding.

It is clear that these reforms shouldn’t and won’t lead to the loss of doctors’ and other medical staff occupations. Regional doctors, whose job was to provide secondary level health care in hospitals, wil give the consultive and medical care in consultive diagnostical centers. Otherwise, out-patient departments of general practice – family medicine and assistances of Family Physicians medical institutions and these are nearly 600 doctors’ occupations will be created at medical and medical assistant institutions.

So, the clear plan of medical branch reforming was created in Ternopil region and the aim and ways of realisation were strategically defined. Local authirity support, professional will of Health Care Chiefs and medical workers and public understanding are necessary for the project realysation.

The superior of the health-saving department of town counsil said that the project of medical reforming strategy had been elaborated for the whole year. The first edition was published in March this year.

“The health-saving department founded the interdepartmental committee, which had been working out the document and making edits. Furthermore, the project was sent for discussion to all medical institutions, to the commission consideration by regional counsil, social public by Ternopil town counsil. They were having consideration with society and making edits during all the year ” – Rostyslav Levchuk noted.

This project is coming true gradually. The centers of the primary medical-enroll aid were formed on the base of each polyclinic. Three units work in the second hospital, two units – in the first, one unit – in the third. There are 86 general practitioners of family medicine in Ternopil. The first aid stations function in the second and the third hospitals. Consulting service of ambulance helps to discharge the ambulance. GPS-navigators are installed into 5 ambulance-cars as the experiment. They plan to make the service with unique coordinating center, which will control the logistics of ambulance movement.
